The Human Rights Writers Association of Nigeria, HURIWA, has called on the Plateau State Government to explain how billions of naira released as security votes have been used as killings continue across the state.
HURIWA made the call following reports that the Plateau State Government released N18.9 billion as security votes in 2024 and another N17.28 billion between January and September 2025.
The group said the continued attacks and killings in the state have raised questions about the use and impact of the funds.
HURIWA said it was not accusing the state government of diverting or misusing the money, but stressed that the government should explain what the funds have achieved.
The group asked the Plateau State Governor to explain what his administration is doing with the security votes when residents and communities are still being attacked.
The call followed a Saturday PUNCH analysis of state budget reports which showed that 10 states, including Plateau, Borno, Ondo, Ebonyi, Katsina, Nasarawa, Adamawa, Edo, Bayelsa and Delta, could spend about N140 billion on security votes in 2026 if the current spending pattern continues.
The report showed that the 10 states released about N80 billion for security votes in 2024, out of N110.8 billion budgeted for the purpose.
Between January and September 2025, the states reportedly released N87.87 billion from a combined provision of N127.36 billion.
HURIWA said the continued rise in security spending is worrying, especially as killings, kidnappings and attacks are still taking place in different parts of the country.
The group said security votes are meant to help governors respond to security emergencies, gather intelligence and support quick response to attacks.
However, it said citizens should be given information on how the money is being used and what results have been achieved.
HURIWA called on the Plateau State Government to provide a clear account of how its security votes have been spent, while avoiding details that could put security operations at risk.
It also urged the Plateau State House of Assembly and other relevant bodies to properly monitor security spending and ensure that the funds are being used to protect lives and property.
The group further called on the state government to improve its security plans, strengthen intelligence gathering, protect communities at risk and ensure that those responsible for attacks are arrested and prosecuted.
HURIWA said residents need to see real improvements in security and urged the state government to take urgent steps to stop the killings in Plateau State.
