The Pan Niger Delta Forum (PANDEF) has mourned the death of its founding Board of Trustees member, Chief Albert Korubo Horsfall, describing the former security chief as a “titan” of national and regional service.
Horsfall, who died on Wednesday, September 9, 2026, was 84.
In a condolence statement signed by its National Chairman, Ambassador Godknows Igali, PANDEF said Horsfall distinguished himself in several leadership positions, including as a former Director-General of the Department of State Services (DSS) and the National Intelligence Agency (NIA).
He also served as founding Chairman of the Oil Minerals Producing Areas Development Commission (OMPADEC), precursor to the Niger Delta Development Commission (NDDC), and pioneer Presidential Adviser on Niger Delta affairs.
According to PANDEF, Horsfall was a prominent founding member of its Board of Trustees in 2016 and played several leadership roles in the organisation.
Igali said: “PANDEF greatly mourns this titan of national and our regional service.”
Horsfall, an aristocrat from Buguma in the Kalabari Kingdom of Rivers State, also held the traditional stool of Omekwe paramountcy, described by PANDEF as a historic naval headship of the Kalabari people.
The forum directed all its chapters in Nigeria and the diaspora to suspend official social programmes and use Horsfall’s profile image on all platforms for seven days beginning Friday, September 11.
PANDEF expressed shock and sadness over his death and prayed for the repose of his soul.
